Human effectiveness has recently become an issue of social and economic concern. If the goal of increased effectiveness is to be achieved, programs designed to improve human effectiveness must be successfully implemented. Evaluation is the process by which needed program improvements can be identified, and program impact assessed. Example derived from two areas–the Emergency School Aid Act (ESAA) programs and the Navy Career Counseling Program–are presented to show how largescale evaluations are conducted.
