Abstract
A framework of a risk management system has been proposed. The paper presents an empirical study of key elements of the holistic concept. Results on human resource management systems related to Occupational Health and Safety emphasize the combined application of reward, appraisal and career development systems. Control strategies for different types of organizations are discussed.
