The destroyed Unit #4 is not a save object The remains of the nuclear fuel are not in a stable state in the sense both of nuclear processes and space distribution. The probability of a new nuclear chain reaction is not equal to zero. Many radioactive isotopes have half lives of 3000 years and more. Our descendants ought to deal with aftermath of the Chernobyl tragedy for centuries ahead.
The current report is not aimed to solve complicated technical problems of the Chernobyl Nuclear Power Plant. Author intends to show urgent necessity of the profound analysis of the Human Factors (macroergonomic) problems while making final decisions regarding both the ChNPP and the Shelter.
