This article reports the methods, procedures, content, and outcomes of a federally funded Title I program to alter the role of the institutional social caseworker and to develop smoother transition from the institution to the community. On the basis of a questionnaire to parents of institutionalized children, programs of parent-training workshops and home intervention assistance were developed, with encouraging results.
