Abstract
Freedom from discomfort caused by glare is one criterion of lighting quality. In present codes of lighting practice, tables of permissible brightness of lighting units are the usual method of limiting glare. Such an indirect method effectively bans the use of bright luminaires which when used appropriately may be quite suitable for certain environments.
It is now suggested that a better method of controlling glare is to limit the permissible level of glare directly, in term of levels of a Glare Index, based on recent researches. Provided the value of the Glare Index appropriate to the environment is not exceeded, no limit is put on the luminance of the sources used. Greater freedom in lighting design is consequently permitted.
