Abstract
In a knowledge-based society, the routes to acquiring knowledge should beopen for everybody. The author argues that in the context of the currentradical social and economic changes the realization of this objectiverequiresa paradigm shift in education, leaving the traditional, content-referenced paradigm and creating a criterion-referenced system ofschooling. In this, academic progress is paced by the fulfilment ofrudimentary requirements and the time necessary for it is allocated to eachindividual. The shift to criterion-referenced education becomes possibleand successful when the basic components of the personality areidentified, in the cognitive, personal and social spheres regarding abilitiesand motives as well - and these are the only components that are targetedthis way. Referring to evidence from empirical research, the spontaneousand the facilitated development of a few basic cognitive skills are discussedto illustrate the operation and potentials of criterion-referenced education.
