This review essay discusses two recent, illuminating attempts to theorize the state, one by Sean Fleming and the other by Philip Pettit. It focuses on three big, complementary themes found in both books: first, the normative horizons of state theory; second, the perplexities of treating states as agents; and third, the contemporary relevance of sovereignty.
