Estlund’s treatment of proceduralism actually deals with three varieties. I have already alluded to the first, which claims that democratic authority is derived purely from fairness. I take the problem of voter ignorance to be a challenge to the value of this fairness, and so the two other varieties, in response to the issue, are raised to further the proceduralist’s cause.
