Abstract
Developing rural public culture is crucial for enhancing rural spiritual and cultural life, promoting cultural growth, and fostering socialist core values. Constructing this service system requires considering both internal and external factors, such as cultural environment, population, economic support, and social stability. This study focuses on Heilongjiang Province as the research area and randomly selects 14 natural villages as survey targets, collecting data from 2017 to 2021. By employing a coupled coordination degree model, the rural public cultural services system and its three subsystems are analyzed. The findings reveal that the development impact of public cultural service during the period of 2017–2021 was suboptimal and volatile. The subsystems exhibit strong mutual influence, and adjustments to the overall situation can be made by intervening in individual systems or indices. Moreover, the coupling coordination between the cultural internal environment, social stability foundation, and population and economic support is subpar, indicating the limited impact of external environmental perspectives on promoting the development of public cultural services.
