Exceptional Protection: The Way Ahead— A Developing Country Perspective

Abstract

By exceptional protection is meant antidumping, safeguards and countervailing duty protection. Exceptional protection is very much in the front burner of the reform agenda seen at the multilateral level; at the plurilateral level since the fastest increase in exceptional protection is found among regional trading partners; and at the individual developing country level, as it attempts to increase the efficiency of domestic resources and tap into new resources and technology from the rest of the world. In this article we seek to address the main issues related to exceptional pro tection and suggest a way forward to address some of the issues that arise in this area, in particular with a view to a new round of multilateral trade negations.
