This paper traces the criminological career in Britain of a group of offenders known as habitual criminals, from the first laws against them in the early part of this century to the present. It illustrates how they have been successively perceived as dangerous, inadequate, invisible and career criminals, with appropriate developments in penal policy to match their changing status.
