The Atlantean fate of New Orleans was, in large part, a factor of its architecture. Through an over-reliance on urban fortifications—levees, bulwarks, and other rigid, literally military defenses built by the U.S. Army Corps of Engineers—New Orleans lost all flexibility to act as its surrounding landscape returned to a state of hydrological dynamism.
