Abstract

This article is the first to appear in the new section entitled The Historical Record (an event of historic note in itself!). The article describes: (a) the 500% increase in the number of regional and national evaluation organizations throughout the world over a 5-year period; (b) the historic W. K. Kellogg Foundation-funded meeting of many of these organizations in Barbados, West Indies; and (c) one of the outcomes of Barbados, which was a proposal to form a networked organization, tentatively called the International Organization for Cooperation in Evaluation (IOCE). The article goes on to list the benefits of such an organization to AEA members and discuss challenges that must be overcome before the IOCE becomes a reality.
