Abstract
Management creates the environment within an organization. Management by Values is a methodology that an employer may use to determine rather effectively the quality of the environment. It is also a concept that provides a basis for increasing the predictability of behavior(s) within the organization without resorting to the all-too-common practice of creating rule-oriented environments that stifle creativity and initiative. With the hospitality industry's concern over the decreasing traditional source of labor, this scheme focuses on not only the recruiting of personnel, but more importantly, the retention of quality personnel by developing operating norms that enhance and protect the values of the organization.
