Inflation affects both the expenditures and the revenues of local governments.
Unfortunately, measurement of the overall effect of inflation on a government's budget is hampered by the absence of appropriate inflation indexes.
This paper describes a methodology for computing such indexes and applies
the technique in an examination of the effects of inflation on six local
governments during the period 1971-1974.
