Abstract
State budget crises across the nation are creating significant uncertainties regarding the future funding of all Medicaid services including home health care. In response to Medicaid funding challenges, the Visiting Nurse Association of Boston designed and implemented a prospective payment pilot project with the state of Massachusetts. This article describes the challenges agencies face in providing Medicaid home health services and explores whether prospective payment will be the Medicaid reimbursement mechanism of the future.
