Abstract
This study examines legal cases that relate to First Amendment free speech concerns versus a governmental interest in maintaing confidentiality in ethics proceedings. The study suggests that silencing criticism of judges, lawyers, and public officials is not consistent with constitutional guarantees of free expression.
