Abstract
The corporate world and some elements of the public sector are beginning to visualize a new world order. That new order is often called Total Quality Management or TQM. Scholars and practitioners in Total Quality have focused on leadership as a key element of that new order, yet little progress has been made to develop concepts of leadership that are consistent with the new understanding of organizations and the new set of their expectations. A community based paradigm of leadership is explored and developed as a new conceptual direction for application to Total Quality concepts and for incorporation into leadership studies.
