Value Cue-Action Leadership (VCAL) is a set of value cues used for determining leadership behavior options. It goes a step beyond values-based leadership by suggesting an approach for determining a high performance framework within which leaders can behave based upon organizational circumstances. Twenty value-cues are presented as a framework for using the VCAL.
