Enforcing International Environmental Agreements: Lessons from the U.S.-Mexico Border

Abstract

One of the main problems of international environmental treaties is the lack of compliance. This papers evaluates the effectiveness of sanctions employed in the United States-Mexico Environmental Cooperation Agreement and subsidiary agreements. The successes and shortfalls of these agreements offer lessons for effective compliance and enforcement for the North American Free Trade Agreement and other international environmental agreements.
