Previous studies of the American welfare state have proceeded in two different directions, one specializing in developments at the national level and one at the state level. The purpose of this essay is to demonstrate the nature of this gap and why it is problematic. Specific suggestions are offered for narrowing the gap to produce a richer and more coherent understanding of the American welfare state.
