The implementation of an internal change team by the Buffalo, New York,
Public School District is described, including the stages of growth the team
went through, outcomes of interventions, difficulties encountered, and
lessons that appear transferable to other school settings. After three years, the
effort is apparently having a positive effect. Furthermore, the approach has
been cost-effective.
