This article is drawn from a major piece of international comparative research on the release and reintegration of politically motivated prisoners in South Africa, Israel and Palestine, Italy, Spain, the Irish Republic, and Northern Ireland. The research was designed to inform the ongoing debate in Northern Ireland regarding the release of prisoners in light of the IRA and Loyalist cease-fires of 1994 and the renewal of the IRA cease-fire in 1997. Using the international experience, the author seeks to draw out the key themes that are relevant to the prisoner issue in Northern Ireland.
