As anyone who has submitted papers for publication for any period of time knows, there are instances of unconscionable delay in getting reviews back for journals. In this note, some of these reasons are discussed and ways to resolve them are proposed. Perhaps the most radical suggestion is for a process in which reviewers are identified, while authors remain anonymous.
