Dams and Salmon: A Northwest Choice

Abstract

This article describes an experiential exercise in which participants assume the roles of various stakeholder groups in the controversy surrounding possible dam removal to revive northwestern U. S. salmon populations. The role-play (a) increases environmental awareness in the context of the competing interests various stakeholders have in our global commons, (b) helps students understand the conflict between striving for a competitive advantage and preserving the global commons, (c) demonstrates the complexity and cost of protecting the environment, and (d) explores different claims on environmental goods and services, regulations in place and regulatory inaction, and the pressure put on a dwindling salmon population. This exercise can be used in any course in which the instructor wants to add a section or module on the environment, regulation, or stakeholder issues.
