Abstract
The prototype institution, Southeast State University (SSU) is a self-developed, minimum structure simulation game that uses an in-basket format and assigns collegiate roles and statuses to class participants in higher education administration. Situations come from news media or are adapted from key personnel who fulfill academic, administrative, student service, and auxiliary campus functions. Topics cover policy change, fiscal mismanagement, student problems, harassment, hazing, academic freedom, and program revision. Students assume a hypothetical personality, contemplate issues, role-play, render decisions, and reflect on their choices. Participants express that SSU portrays the complex social, economic, and political nature of higher education administration.
