Abstract
The past decade produced intense ideological debates over issues relating to the American family. It also produced a plethora of categorical programs, each directed to a specific social need, a demographic population, or a particular family member. In an era of reduced federal resources and increased demand, there is a compelling need for the federal government to consider restructuring parallel funding streams and retargeting services to the family.
