Abstract
Existing publicly funded personal assistance service (PAS) programs are inadequate. How to pay for adequate programs is now the critical question. This article outlines some of the options for increasing the availability of PAS in the U.S. The options discussed fall into three broad categories: (a) reallocation of funds currently used for institutional placement, (b) expansion of existing programs with or without additional expenditures, and (c) consolidation of existing programs along with additional expenditures. Financing recommendations include suggestions for action at both the federal and state levels.
