This article examines how recent historical events in Europe are reshaping some aspects of international terrorism while leaving others intact. Basic concepts are defined and then placed in the context of contemporary issues such as the reunification of Germany, the dissolution of the Soviet Union, and the ethnic wars of the Balkan states. Likely developments are projected, and appropriate responses and areas for further study are suggested.
