Abstract
Can wemake judgements today about the Mechanism of Power and the technology of the most important decision-making without recognizing that favorable conditions for corruption not only have not vanished but have increased many fold? Hundreds of billions of rubles and billions of dollars are circulating now in the criminal world in the states of the former USSR. Furthermore, it is known that half of all profits made in the criminal sphere are spent bribing officials at all levels, including those of law enforcement agencies.
