Abstract
This article examines the problems brought about by the disorganization of American police agencies. An argument is made that overconcern for local autonomy and the intentional fragmentation of the police system have resulted in a chaos which must be restructured into a logical order. The author discusses what other democratic nations have done to make their police systems more effective. Recommendations are then made for improving the police system in a manner consistent with American democratic principles.
