Abstract
Bala Subramanian was a special assistant to the Assistant Secretary for Administration in the United States Department of Agriculture from 1979 to 1981. He participated in the policy formulation process in areas like rural youth employment, energy, equal opportunity and small and disadvantaged business utilization. He received a special award for excellence for improving the productivity of administrative offices. This article describes the policy and strategy changes that contributed to opening up new opportunities for small and disadvantaged businesses in the USDA.
