Abstract
During the past two and a half decades, the practice of human resource planning (HRP) in Canada in both government and private sectors has experienced considerable evolution. This paper provides a chronological perspective of the development of HRP in Canada since the mid-1960s. The scope and depth of HRP have been affected not only by the availability of information processing techniques, fluctuations in the economy, the unemployment rate, and the demand for specialized personnel, but also by the Canadian vision of a just and humane society, as enacted by governmental and corporate management groups.
