As part of a broader investigation of managers' and non-managers' views on worker participation, a random sample
of the Perth population was interviewed. Additional question were asked on industrial relations issues, in particu
lar a forced choice response question "What or who do you think is the single biggest obstacle to establishing better
industrial relations in Western Australia?"
