Abstract
This paper outlines the complete change in direction to the staff development programme in the Victorian Public Service over the past two years. All former general management training courses were dropped and replaced by a programme which attempts to make each public servant become his own management consultant.
The paper also details the strategy adopted to bring about the change. The thesis is that bureaucrats respond to direc tions from more senior bureaucrats. Any designer of staff development programmes must recognise this fact. And senior bureaucrats can be won over by evidence of improved efficiency and effectiveness.
