The Canadian Parliament has recently
enacted broad powers which provide officers of the Canadian Security
Intelligence Service with the power to take measures to ‘reduce’ threats to the
security of Canada: Anti-Terrorism Act, RSC 1985, c C-51, s
42. These powers are similar to the Australian regime insofar
as Canadian officers are able to take any measures other than those which cause
death or bodily harm, pervert the course of justice, or violate the sexual
integrity of an individual.
