Abstract
The article, based on extensive research by the authors in the form of numerous interviews conducted in the field since 1993, focuses on the dynamics of the transformation of the Kracow regional economy. After an initial account of the national-level restructuring context and the tension-ridden involvement of Solidarity in the political sphere, the main section of the article reports in some detail on two case studies of union organisation in the ZPT cigarette factory, bought by Philip Morris in 1996, and the HTS steel plant. The developments witnessed and described lead the authors to the conclusion that, in both instances, disillusion and discontent with both the process and outcomes of the restructuring process is beginning to emerge, pulling the trade unions, and particularly Solidarity, in opposite directions simultaneously insofar as, while having to protect their members from the increasingly adverse effects of transformation, they nonetheless remain at the forefront of the advocacy of change.
Cet article, qui s'appuie sur un important travail de recherche des auteurs à partir de nombreuses interviews réalisées depuis 1993, analyse la dynamique de la transformation de l'économie dans la région de Cracovie. Après une description du contexte de la restructuration à l'échelon national et de la participation de Solidarnosc dans la vie politique et des tensions que celle-ci a suscitées, le corps de l'article présente de manière détaillée deux études de cas d'organisation syndicale: le premier à l'usine de cigarettes ZPT, rachetée par Philip Morris en 1996, et le second à l'usine sidérurgique HTS. Les faits décrits et rendant compte de la situation amènent les auteurs à la conclusion que, dans les deux cas, on voit apparaitre un sentiment de désillusion et de mécontentement face au processus de restructuration et à ses résultats, ce qui est source de déchirements chez les syndicats, et en particulier chez Solidarnosc, qui, s'il doit protéger ses affiliés des effets de plus en plus pervers du changement, reste cependant parmi ses plus ardents défenseurs.
Der Artikel, der sich auf ausgiebige Forschungsarbeiten der Autoren in der Form von zahlreichen Interviews stützt, die seit 1993 durchgeführt worden sind, konzentriert sich auf die Umwandlung der regionalen Wirtschaft von Krakau. Nach einem einführenden Abschnitt über die Umstrukturierungen auf nationaler Ebene und die spannungsgeladene Beteiligung von Solidarnosc im politischen Bereich berichtet der Hauptteil des Artikels ausführlich über zwei Fallstudien von Gewerkschaftsorganisierung in der Zigarettenfabrik ZPT, die 1996 von Philip Morris übernommen wurde, und im Stahlwerk HTS. Die erlebten und beschriebenen Entwicklungen führen die Autoren zu der Schlußfolgerung, daß in beiden Fällen Enttäuschung und Unzufriedenheit mit dem Prozeß und den Ergebnissen des Umstrukturierungsprozesses entstehen, wodurch die Gewerkschaften und insbesondere Solidarnosc entgegengestzten Einflüssen ausgesetzt sind, da sie einerseits ihre Mitglieder vor den zunehmend negativen Auswirkungen der Transformation schützen müssen und andererseits Vorkämpfer für den Wandel bleiben.
