Foreign workers and trade unions: the challenges posed

Abstract

Trade unions have always found it difficult to get to grips with the subject of immigration. From their beginnings in the 19th century they assumed that working conditions were determined by labour supply and demand and became apprehensive in the face of any situation of surplus supply. The history of trade unionism abounds with conflicts between local workers and those from further afield. At the present time the European trade unions operate upon the assumption that immigrants are full members of the workforce, whose interests have to be defended alongside those of other workers. Even so, it remains the case that immigration prompts considerable misgivings within the trade unions and that situations of rejection continue to arise. The article identifies differences between southern Europe and central and northern Europe in trade unions' attitudes to new immigrants, differences that are reflected in the debates taking place on European legislation concerning labour immigration.

Il n'a jamais été facile pour les syndicats d'aborder le thème de l'immigration. Dès leur création au 19ème siècle, ils sont partis du principe que les conditions de travail étaient déterminées par l'offre et la demande de travail et se sont montrés méfiants face à toute situation d'offre excédentaire. L'histoire du syndicalisme compte de nombreux conflits entre les travailleurs «locaux» et ceux qui viennent de l'extérieur. À l'heure actuelle, les syndicats européens fonctionnent avec le principe que les immigrés sont des membres à part entière de la main-d'oeuvre, dont les intérêts doivent être défendus de la même manière que ceux des autres travailleurs. Toutefois, il n'en demeure pas moins que l'immigration suscite de nombreux doutes au sein des syndicats et que les situations de rejet surgissent de plus en plus. Le présent article souligne les différences entre l'Europe du Sud et l'Europe centrale et du Nord dans l'attitude des syndicats envers les nouveaux immigrés, différences qui se reflètent dans les discussions qui ont lieu sur la législation européenne concernant l'immigration du travail.

Gewerkschaften haben seit jeher Schwierigkeiten mit dem Thema „Einwanderung”. Seit ihren Anfängen im 19. Jahrhundert gingen sie davon aus, dass die Arbeitsbedingungen durch Arbeitskräfteangebot und -nachfrage bestimmt werden, und waren besorgt, sobald sich ein Überangebot an Arbeitskräften abzeichnete. Die Geschichte der Gewerkschaftsbewegung ist geprägt durch zahlreiche Konflikte zwischen lokalen Arbeitnehmern und Zugezogenen. Heute betrachten die europäischen Gewerkschaften Einwanderer als vollberechtigte Arbeitskräfte, für deren Interessen sie ebenso eintreten wie für die anderen Arbeitnehmer. Dennoch kommt es auch heute immer wieder vor, dass Einwanderung bei den Gewerkschaften große Befürchtungen weckt und von ihnen abgelehnt wird. Der Beitrag stellt die unterschiedlichen gewerkschaftlichen Positionen in Südeuropa und Mittel- und Nordeuropa zu neuen Einwanderern heraus. Diese Unterschiede spiegeln sich ebenfalls in den Debatten über die europäischen Rechtsvorschriften zur Einwanderung von Arbeitskräften wider.
