Social protection and enlargement: challenges for the candidate countries and the European Union

Abstract

The central and eastern European countries have undergone radical change, both political and social, since the start of the 1990s. Social protection systems have not been immune to the upheavals. But how should these countries go about establishing pension and healthcare schemes which reconcile the need both for reform and solidarity? How can they resist the temptation to privatise their social security systems, while seeking to keep costs under control and rationalise resources? This article takes stock of the reforms undertaken by these countries in the field of both pensions and health systems, exploring the motivations behind them and their compatibility with the models currently existing within the European Union.

Depuis le début des années 90, les Pays de l'Europe Centrale et Orientale ont connu des profonds changements tant politiques que sociaux. Les systèmes de protection sociale n'ont pas échappé à cette remise en cause. Mais, comment mettre en place des régimes de pension ou de santé qui concilient à la fois la nécessité des réformes à entreprendre et la solidarité? Comment résister à la tentation de la privatisation des systèmes sociaux tout en voulant maîtriser les coûts et rationaliser les moyens? Cet article fera donc le point sur les réformes entreprises tant de la domaine des pensions que dans celui des systèmes de santé, tout en s'interro-geant sur leurs motivations et sur leur adéquation avec les modèles existants aujourd'hui au sein de l'Union européenne.

Seit Beginn der 90er Jahre hat sich in den mittel- und osteuropäischen Ländern ein tiefgreifender politischer und sozialer Wandel vollzogen. Die Systeme des sozialen Schutzes sind von diesen Umwälzungen nicht verschont geblieben. Aber wie sollen diese Länder vorgehen, um Renten- und Gesundheitssysteme einzurichten, die dem Bedarf an Reformen und Solidarität gleichermaßen gerecht werden? Wie können sie der Versuchung widerstehen, ihre Systeme der sozialen Sicherheit zu privatisieren, wenn sie gleichzeitig anstreben, die Kosten unter Kontrolle zu halten und die Mittel zu rationalisieren? Dieser Artikel zieht Bilanz über die Reformen dieser Länder im Bereich der Renten und der Gesundheitssysteme und geht auf ihre jeweiligen Gründe und ihre Vereinbarkeit mit den gegenwärtigen Modellen in der Europäischen Union ein.
