Abstract
In response to the globalisation of financial markets and restructuring of national finance systems, the banks in both countries are pursuing far-reaching strategies for reorganisation in accordance with the ‘lean banking’ model. The organisation of working time, initially neglected, has now moved centre-stage in this process of reorganisation, and flexible working practices have become the order of the day. In spite of these common strategic starting points, however, the models of flexibility adopted in these two countries differ fundamentally from one another. The difference is to some extent attributable to the different institutional arrangements, and above all the training system, which in Germany caters for a broad general training but in France is unilaterally geared to the development of sales skills. The article discusses the implications of these different trends for trade unions in the two countries.
En réponse à la mondialisation des marchés financiers et à la restructuration des systèmes financiers nationaux, les banques en Allemagne et en France poursuivent des stratégies de grande envergure en vue d'une réorganisation selon le modèle du «lean banking». L'organisation du temps de travail, négligée dans un premier temps, est maintenant devenue un élément central dans ce processus de réorganisation, et les systèmes de travail flexibles sont à l'ordre du jour. Cependant, malgré ces points de départ stratégiques communs, les modèles de flexibilité adoptés dans ces deux pays diffèrent fondamenta-lement les uns des autres. La différence s'explique dans une certaine mesure par les différentes dispositions institutionnelles, et surtout par le système de formation qui, en Allemagne, couvre une formation générale large, alors qu'en en France, il est dirigé unilatéralement vers les techniques de ventes. L'article souligne les implications de ces différentes tendances pour les syndicats de ces deux pays.
Unter den Bedingungen der Globalisierung der Finanzmärkte und des Umbaus der nationalen Finanzsysteme verfolgen die Banken beider Länder umfassende Reorganisationsstrategien nach dem Vorbild des Lean Banking. Zunächst vernachlässigt, steht die Organisation der Arbeitszeit inzwischen im Zentrum der Reorganisation. Flexibilisierung ist zur Leitmaxime geworden. Trotz dieser gemeinsamen strategischen Ansatzpunkte unterscheiden sich die konkreten Flexibilitätsmuster beider Länder aber grundlegend. Verantwortlich dafür sind nicht zuletzt die jeweiligen Institutionensysteme, allen voran das Ausbildungssystem, das in Deutschland für eine breite Grundlagenqualifizierung sorgt, in Frankreich jedoch einseitig auf den Erwerb von Ver-kaufskompe-tenzen ausgerichtet ist. Der Beitrag eroertert die Konsequenzen für die Gewerkschaftspolitik in den zwei Ländern.
