Abstract
Drawing on a study of employment in household services in eight EU states, the article summarises some of the factors stimulating growing demand for these services, and argues that they are an important part of the necessary infrastructure of everyday life for Europe's citizens. The nature of the work performed by those working in this sector is analysed, and the important skills required of household services workers if high quality services are to be delivered are examined. The article concludes by drawing attention to the need for the social partners to address a number of urgent policy issues, including pay and conditions, the need for more attractive career structures and problems of labour supply, taking into account the particular challenges for both collective bargaining and regulation in this sector.
En se penchant sur une étude de l'emploi dans les services aux ménages dans huit états de l'UE, l'article résume certains des facteurs stimulant la demande croissante de ces services, et affirme qu'ils constituent une partie importante de l'infrastructure nécessaire de la vie quotidienne des citoyens européens. L'article analyse la nature du travail effectué par les travailleurs de ce secteur, et examine les qualifications importantes exigées aux travailleurs des services aux ménages pour pouvoir apporter des services de grande qualité. L'article conclut en attirant l'attention sur la nécessité pour les partenaires sociaux d'aborder un certain nombre d'aspects politiques urgents - y compris les conditions salariales -, des systèmes de carrière plus attrayants et les problèmes des ressources en main-d'oeuvre, tout en tenant compte des défis particuliers qui se posent à la fois à la négociation collective et à la réglementation de ce secteur.
Von einer Untersuchung der Beschäftigung im häuslichen Dienstleistungsgewerbe in acht EU-Mitgliedstaaten ausgehend schildert der Artikel einige der Faktoren, die für die wachsende Nachfrage nach diesen Diensten verantwortlich sind und belegt, dass diese Dienstleistungsangebote einen wichtigen Teil der für das Alltagsleben der Bürgerinnen und Bürger Europas notwendigen Infrastruktur ausmachen. Die Art der von den in dieser Branche beschäftigten ArbeitnehmerInnen geleisteten Arbeiten wird untersucht, und es wird beschrieben, welchem Anforderungsprofil häusliche Dienstleister gerecht werden müssen, wenn der Markt qualitativ hochwertige Dienstleistungen verlangt. Der Artikel schließt mit einem Appell an die Sozialpartner, eine Reihe von drängenden politischen Fragen zu behandeln, darunter auch die Frage der Entlohnung und der Arbeitsbedingungen, und weist darauf hin, dass attraktivere Berufsbilder und Aufstiegschancen entwickelt werden sollten, denn es herrsche ein Arbeitskräftemangel. In diesem Zusammenhang ergibt sich eine doppelte Herausforderung: die der tariflichen Regelung und die der Regulierung dieses Sektors.
