Abstract
In view of the dramatic processes of change under way in the public sector and services of general interest, the ETUC has been obliged to reconsider its policies. The article describes the efforts made by the ETUC in the context of the Charter of Fundamental Rights and the drafting of a proposals for a framework directive. The next challenge to be faced is that of influencing the Convention on the Future of Europe, which requires that European trade unions make urgent efforts to redefine and develop their positions on public services.
Face aux changements drastiques actuellement en cours dans le secteur public et les services d'intérět général, la CES s'est vue contrainte de reconsidérer ses politiques en la matière. L'article décrit les actions effectuées par la CES dans le cadre de la Charte des droits fondamentaux et de l'élaboration de propositions d'une directive-cadre. Le prochain défi à relever consiste à influencer la Convention sur l'Avenir de l'Europe; dans ce but, il apparaît urgent que les syndicats européens redoublent leurs efforts afin de redéfinir et développer leurs positions sur les services publics.
Angesichts dramatischer Wandlungsprozesse im öffentlichen Sektor und bei den Diensten von Allgemeininteresse war und ist eine Neujustierung der Politik des EGB erforderlich. Der Artikel beschreibt die Bemühungen des EGB im Kontext der Grundrechtecharta und die Erarbeitung eines Vorschlag einer Rahmenrichtlinie. Als nächste Herausforderung steht an die Beeinflussung des Konvent, was eine stetige und zügige Weiterentwicklung und Neubestimmung der Positionen der europäischen Gewerkschaften nötig macht.
