The United States was particularly involved from 1954 to 1965, 1969–70, and again in the present phase. The Chinese involvement began really from 1960s onwards, when it came in conflict with India.
While accepting this India made an offer, which has been characterised as “unnecessary and unwanted,” that after law and order had been restored India would hold a plebiscite in order to ascertain the wishes of the people of Kashmir. However, this assurance was superseded by the subsequent resolution of the United Nations Security Council and the expression of the will of the people of Kashmir through elections.
