Abstract
It is to be understood that terrorist violence is neither spontaneous nor random. Terrorists are always aware of the implications of their acts. Evidence supports the contention that terrorists are not able to avail themselves of the present technologies. To manufacture their own nuclear weapons, terrorists would require both strategic, special nuclear materials and the expertise to convert them into a bomb or radiological weapon. Whether terrorists of the future will be able to achieve a nuclear weapons capability depends upon several factors. The paper attempts to deal with those factors in detail.
