Abstract
Global change is one of the most prevailing forces shaping ICT based organizations. Thus to a great extent these organizations are faced with the challenge of developing strategies to facilitate the advancement of financial and knowledge capacity. Asia, which is home for more than half of the world's population, have emerged as a competitive region whereby ICT based organizations have to accelerate the diffusion of new management paradigm, so called the learning organization. Moreover, Asia is a region where knowledge-based businesses are in the threshold of becoming global players. Thus it is imperative to examine to what extent learning organization constructs affects ICT based organizations’ performance.
