Abstract
Reforms in water and sanitation sector intend to make stakeholders part of the implementation process. In the proces, beneficiaries share partial capital cost and meet 100 per cent of operation and maintenance cost by generating own revenue through user charges, which will reduce burden on exchequer. But, experience shows that in most of that villages this approach has become a futile exercise. The option left is to partially privatize the operation and maintenance activit for efficient delivery of service.
