Abstract
This article treats the problem of proto-industry in agrarian societies. On the basis of an analysis of the Roman production of terra sigillata in Southern France, it attempts some comparisons with examples from Mughal India. These suggest the importance of the imperial apparatus. extractive, administrative as well as consumptive, for the creation of such industries.
