Abstract
Electicity reform has been on the agenda of many countries in the world today. In India, reforms are driven by the fiscal crunch at the centre and the bankruptcy of the SEBs at the State Level. In the West, reform is a means of introducing competition but in India the end objective has been sidelined. Instead the means have become more prominent viz, privatisation. The article rewiews the electricity reforms in India with comparative references of the West.
