1 Tacis (Technical Assistance for the Commonwealth of Independent States) is the EU program for supporting transition in the former USSR (minus the Baltic states, which, as EU applicants, are eligible for Phare and other generous programs) and Mongolia. More than 3,000 projects worth over ECU 3,290 million have been initiated since Tacis started in 1991. Its current legal status ends on 31 December 1999, and the debate over new directions for the period 2000-06 is now in progress. Here the question of a regional component and its focus (successful `model'-regions, or poor areas in need of help) is highly relevant for Kaliningrad.
