4 In August 1998, the Department of Health discovered a new virus called H5N1 in a boy who later died of complications. The origin of the virus was found to be chickens. To prevent it from spreading, the department killed 1.2 million chickens. The Hong Kong SAR boasted that the new international airport, costing HK$170 billion, would be one of the most modern airports in the world. Upon its opening on 7 July 1998, it was found to be in near-total paralysis, unable to cope with the flow of passengers. The airport had to suspend its cargo-handling service for two weeks, and it was not completely restored until the end of August.
